Nice update and observation.  I was just informed that our Deconstruction Czar Novotney, contacted Rev. Nevels and advised him to secure an asbestos test even though the church already secured a demolition permit which requires no Asbestos testing and one has the right to salvage.  Now Novotney has not answered a formal written question that if test shows asbestos, is the owner required to abate or can he go the affordable demo route?   It seems to me that Novotney has no problem pushing an inner-city church to expend $350 over and above a demo fee.  In regards to this manual decon, what kind of testing did Novotney make them do if any?

I spotted this deconstruction project on the south side of Youngstown today.  It appears as though the building is being taken apart piece by piece.
