why have these individuals speak when the justice system slaps the offenders on the wrists. i was at blockwatch meeting the other nite and i was told one of the city magistrates dropped the charges against inds who were cited for walking on the streets. the reasons for not fining these individuals because they said there was glass on the sidewalks or they were allergic the grass that growing up and around the sidewalks.
