Problem while walking

This could happen at any corner but usually happens at corners with a traffic light.  The car stops at the the corner and the driver may then want to make a right turn on red.
 A walker has the right of way at the intersection but, because of the car's tinted windows, the walker can not see the driver's face to tell if the driver is looking at the walker.  This situation is dangerous for anyone trying to cross the street at a corner.
