There is an explanation is the small print.  Although it doesn't make much sense.  Basically, the refund is for a settlement of a class action lawsuit against Ohio Edison.

Have you recently received an electric utility bill from Ohio Edison?

Check your bill to see if you received an unusual credit.  I did but there was no explanation for the credit.  This was not from a previous overpayment.
