Should The Youngstown Police Chief Be Appointed Or Elected?

If we do elect a Police Chief should we also have no term limits for the position? It's allegedly a good idea for other elected city officials.

I don't live in the city and I'm not sure which way they end up with a Police Chief but I'd be surprised if the chief was not very similar to the elected officials (mayor? city council?) whether assigned or elected.
