I Hope City Council Doesn't See This

The city already taxes every time we use the toilet (Sewer tax) so I wouldn't put alything past them.

I wouldn't worry about Youngstown so much as the current Administration and congress in Washington, They will be tax happy if we don't keep a close eye on them.
