Youngstown council will weigh-in on controversial decision to reduce fire battalion chiefs

The safety committee voted to forward the issue on to council as a whole. Council will vote on whether or not they'll remove the two battalion chief positions from the city's master salary. However, even if council rejects the proposal, the decision of hiring and firing is the administrations. Meaning this decision is ultimately in the hands of the mayor and his fire chief.
