Aqua Ohio bids millions for Campbell water plant

Aqua Ohio is the sole bidder for the City of Campbell water plant.  The bid from Aqua Ohio was $7.5 million.  Campbell Mayor Nick Phillips says the bid included money for upgrades and allows employees to stay on with Aqua.
