Two in jail after children are found wandering near road in Warren

Two Warren residents are in custody after children were found wandering near the road. Warren Police say a man found a 2-year-old and a 4-year-old near Tod Avenue NW. The 2-year-old was found wit no shoes on and both children were messy and had dirty clothes on. According to the police report, the children were walking around the neighborhood saying that their mom wouldn't wake up.
