We are in to the third week of the partial government shutdown. For hundreds of thousands of federal employees forced to still go to work, this is the first week they won't receive a paycheck.  Here in the Mahoning Valley some of those workers include the U.S. Marshal's Fugitive Task Force and 315 federal law enforcement officers at the Federal Corrections Institution at Elkton.
