In my opinion, they (the district and construction managers) wanted to save money.  So, the stuff they are adding now was taken out of the original design.

Why is the Youngstown School Board spending money to "fix" the heating and cooling system for one of our new school buildings?  Wasn't the original work under some type of warranty?
