Bar and restaurant owners call it the busiest night of the year. Youngstown City officials tell 21 News upwards of 12,000 people are expected in the Downtown area Wednesday night. "You'll see thousands down here tonight Downtown. We'll be jammed packed. You won't be able to move," said V2 Co-owner Ed Moses.
