Some Workers Get Raises, Other Are Asked To Cut Their Wages

The city administration recently granted substantial raises to the workers in the water department.  At the same time, workers in other department have been asked to take wage concessions or face layoffs.  The justification for the water department raises was that the department was independently funded through water usage fees.   Maybe all city departments should have their own independent funding source.
