You can't.  The best thing to do is get rid of subsidized public transportation when the ridership doesn't justify it.

SPRAWEL -- Would someone please tell us how we can stop sprawl?

Make it a law that the communities of Mahoning County can no longer expand beyond their borders until such time as they can prove that every single empty lot inside their borders is occupied? Certainly not.

Bar people from purchasing property outside corporate limits? Again certainly not.

It's very simplistic to talk about urban sprawl ... you go to a meeting to discuss the issue ... you all agree that urban sprawl is a bane on our valley ... BUT ... when it comes to sitting down to draft the necessary legislation, then get the courts to agree with it, you're back to square one and the sprawl continues.

PUBLIC TRANSPORTATION -- How many in this group ride the WRTA on a daily basis? How many car pool on a regular basis? How many budget their driving time so that they can make the best use of their time.

This evening on the news it was reported that car pooling in the valley is the lowest in the state, and there is a decline in public transportation ridership.

How can you compel people to car pool or ride public transportation?
