Water Rates in Youngstown - Your Help is needed

I'd love to see a true breakdown of fees, taxes, etc.  Most cities put this information on their bill, or in other clearly visible locations.  I looked and have not been able to find such a list.

Because the woman lives in Austintown, she would not have to pay the city trash collection fee.  Her bill was $17+ anyway with zero consumption.

I believe there is a minimum usage charge if no water is used. Dominion charges 5.70 per month, even if you don't use gas.

Mayor Williams was the guest on the Dan Rivers Show yesterday.  During the program, a caller from Austintown claimed that his mother, who uses very little water, had a consumption of zero but still had a bill over $17.  The mayor did not have a reasonable explanation for the high fee for no usage.

We went away on a three week vacation last year.
Water consumption was 0.
Cost of water was over $5.
Sewer costs were over $20.
Why were we billed for water we did not use?

Nothing like spring cleaning and planting to run it up quick.

I never realized what a small amount of the bill was actually for water. Total bill was 53.99

I'm single, but I use water liberally.

If you live within the city limits of Youngstown, please find this information from recent water bills.
List your water consumption and your current water cost.  Do not include the sanitation cost or the sewer cost. 

I'm also looking for the cost of water for homes with very low usage.  Someone on vacation might be able to help with this one.
