Because of the recent lawsuit about the expenditure or water and waste water funds, the Fifth Ward Councilwoman attempted to prevent a waiver of the waste water tap-in fee for an apartment project on South Avenue.

When this ordinance came before the council for a vote, no other councilmember supported her.
