I received a reply to email. (it did not take long at all)  It was in a pdf format but I was able to download a program to read it.

Thanks everyone! I will email them today. Maybe they can attach the documents to help me get started.  The web site links are very helpful. I can at least try to help my neighbor get started. It looks like she should qualify according to article on the homestead exemption. Thanks again.

We just helped someone else file homestead.  They'll send you the current guidelines brochure if you call them (we can't find the one we had).  Then you must take all the items down for review.  They only handle them in person.  The deadline is June 4th (first Monday in June).  You must be 65 or permanently disabled or the surviving spouse of someone that was.  You must also have income below the current year max (2006 was 26,200), and also own and occupy the home in question. 

They'll want the prior years tax forms and proof of income on all the home's owners.  Also, when applying, remember taxes are in arrears, so you won't see it until next year.  I read that you may be able to claim it for this year, if you prove last year too....but it didn't apply to the person we helped to find out.

Does anyone know where I can find the guidelines for the Homestead Exemption for Mahoning County? I am trying to find out the guidelines for a neighbor of mine. I found Trumbull County but not Mahoning. I know we can call the Auditors office but I was surprised I could not find the information printed anywhere. Any ideas?
