Parking Meters on West Wood Street

In mid July Youngstown declared all street parking in downtown to be free.  This was due to the explosion and extra road closures.

Wood St is part of downtown.

In early August the city opened up the lot at Commerce and Wick for free parking.

I noticed the meters on most meter poles have been removed.  When did this take place?
