Lights be gone

I'm only guessing here... but they probably base their decisions on :

a) volume of traffic and the intersection(s) in question

b) reports of traffic accidents/incidents at those intersections

With some of the street signals being pulled I have had people ask me Why!! Rush & Midlothian, Erie & Midlothian, South & Emery. are just a few-I know the State did a study on these lights a few years back, but I was wondering if anyone would know how they decide what lights get pulled..
