Maybe, but people just like to hear a place is safe.

While at KSU, I felt perfectly safe all the time.  I would take late night walks around the deserted front campus without a second thought.  But, some of my female friends would always be afraid to even make the 3 minute walk back to the dorm from the studio at night alone.  They told me if they had to go alone, they would point their keys through their fingers, between their knuckles in case they ran into trouble.

This billboard is located along Market Street just south of Woodland in Youngstown.  Does the use of the word safe imply something about Youngstown?
