Repeat Ballot Issues

Some have proposed limiting repeat ballot issues.  Would this apply to the recent failure of the Mahoning County sales tax?  I'm positive this issue will be on the ballot again in November.

In Youngstown, there has been talk of starting a petition drive to place a charter amendment on the ballot to reduce the number of councilmen.  The few citizens discussing this idea do not have any money backing them and they do not have the manpower to go out and collect the thousands of valid signatures that would be needed.  If this group failed, should they be discouraged or prohibited from trying again.  Citizen initiated petition drives are rare. 

Statewide petition drives have taken place.  The recent casino drive is an example.  In this case, the petition drive was heavily funded by the gambling industry.  I believe the petition circulators were all paid for their services.
