Did the Wednesday Youngstown City Council meeting start too early?  Some say the meeting started at 5:27 p.m. according to the clock on the wall behind the President of Council.  The regular start time is 5:30 p.m.   Maybe that is why the first citizen listed to speak had not arrived yet for the meeting.
