New medical building coming to the near North Side

This past trip to Youngstown, I spoke with someone that took me on a tour of
several houses and small apartment buildings on (and off of) Fifth Ave, just
above the I-680 underpass - which are about to be demolished so that a
new "Urgent Care" medical complex (or something of the like, ie: something
specialized) is going to be built.  Evidently, the plan must be a done deal
because the apartments and houses are already being emptied of
occupants.

Does anyone have any more information on this upcoming construction
project?
