In PA, the landowners and energy companies did not stand up to the "urban dweller's" leaders to deprive their property owners the right to benefit from their minerals, it was just not worth the fight.  The Pittsburgh property owners suffer.  In New York State, the "tail wagged the dog,"  NY City liberals outvoted the landowners down.
In Ohio, the Frackpots fought with all their liberal bent to ban Youngstown right in the HEART of the Utica, WE landowners sent a clear message and educated the City folk, they threw the FrackPots under the bus.  Municipalities OUTSIDE of the Utica, us in the Utica don't care, the Frackpots can have the areas where energy does not exist.  But they will never gain a foothold in the Utica, there are just too many educated property owners now............with money.

Where making laws is concerned, cities can usually make new laws as long as they do
not countermand existing state law.

States can make new legislation as long as it does not countermand existing federal law.

Now, this is an over-simplified explanation and there should be some compromise
with regard to home-rule issues.  I agree on that aspect of what the article says.
