Found the design that I referred to earlier about a proposed west end development.
It appeared in the January 12, 1986 Vindicator on page A-10.

That same year another group of Kent State students did a study extending from the railroad tracks behind the old Strouss parking deck to the river that was sponsored by the Youngstown Board of Trade and the Youngstown Revitalization Foundation and was for 10 weeks. I tried to find further information after the study was complete but couldn't find anything.
The first article appeared in page 1 of Section 2 of the September 8, 1984 Vindicator.
