GREAT IDEA - What would be even better and I am surprised that you didn't think of it sfc is CONSCRIPTION.  EVERYONE man, woman, boy, girl, criminal, religious objectors etc should be made to MANDITORILY do something for their country for three Years - from 18 - 21 rich or poor - handicapped or not.  I think some civilized countries already do this - Israel comes to mind.
