I tried that several years ago when my wife was cut off from Health care Insurance.
His staff refused to act and refused to allow me to address him directly.

I was even told "expect to lose."

No thanks, I should have the problem through the American Legion Legislation branch by the next congress
and they will present the solution to the house.
