That's because those areas — including Youngstown's East Side and Boardman — didn't have any candidates or issues on the ballot.

I think they should have had those callers come to the BoE and have their voter registrations revoked permanently. Do we really want people that are that ignorant of the candiates and issues actually voting?

I sure don't.
