Mayor Michael O'Brien said that the Warren Waste Water Treatment Plant is installing a small hydro power generating station to capture energy at the plant's discharge. The discharge location is about 10 ft. above the Mahoning River.

Mayor O'Brien also stated that a wind farm will be built along the West Market Street entrance into the City of Warren.
Why Not In Youngstown?
Because Youngstown is made up of people like you, who whine and complain but will not lift a finger to make a positive change. Go gather up some investors, buy a piece of land in a windy part of Youngstown and put up a windmill. Only then will you learn the answer to your question.
The west side of Warren seems relatively flat to me, as is the land to the west. Maybe this allows faster wind speeds compared to Youngstown whick pretty much sits down in a valley?
