This recently installed artistic vertical wind turbine is located in the city of Youngstown.  It is interesting to watch it spin.

Where is it located?

It is not located at the Butler.

Hints
It is not on residential property.
It can be seen from the street.

This work of art is in front of St. Brendan's Church which is located at 2800 Oakwood Avenue on the west side of Youngstown.

I must have seen it dozens of times since you posted the picture. However, I just REALLY noticed it earlier today. I have to pay more attention to things.

The work of art does not produce electricity.

The concept is interesting.  I'm sure if the vertical wind turbine was larger it could be used to produce electrical energy.
