Someone forgot to tell Youngstown this...
I think that the census bureau should count the inmates as citizens of
their actual location, not as part of the city where they were when they
were arrested, tried and convicted of a crime.
Who's to say that these individuals will even return to their former location,
once [IF] released from prison?
As far as counting them towards voting rights, since prison inmates have
forfeited their right to vote by becoming prison inmates, they should not
be counted with regard to voter issues. If they want their voting rights,
then they should stop getting locked up for committing crimes....
