I attended one of these races a few years ago.
I believe there was a $2 bet limit.
People basically picked a horse based on its name and/or number.
Videos of old races were projected on a large screen.

It's a fundraising event.

Horse races.  Much better than me trying to out run someone for the last piece of Death by Chocolate Cake.
