Look at the bottom of the list. The last entry is for Youngstown City - Youngstown City Phantom Twp.
What is the Youngstown City Phantom Twp.?
If I had to guess I'd say it has something to do with the Phantom Fireworks located on property that Youngstown STOLE from Austintown a few years ago. You know, that Phantom Fireworks store that so close to several unoccupied pieces of property that have never been used for the decades they've been in the city limits you could throw a stick and hit them.
