How do we know that it's been "more than three million years" since it's been this high if we've only been tracking it since the late 1950s?

How do we even know what it was 100 years ago, which was about 40 years before the late 1950s?

I've seen many people blame our country for this problem because of dropping out of the Paris Accord. How could anyone blame the country that has gotten unbelievably better for almost 50 years while other countries like China and India have gotten worse and been allowed to do so?
