Off Track Betting is a way we can bring gambling to downtown without the tables and slots. This is something that many people enjoy doing and this does not lead to gambling addictions and crimes like slots/tables do. This is something that is always popular at the Canfield Fair.
Bring this to downtown and you will see increase in the # of people at restaurants down there. Go to the one in New Castle, there crime is not up due to it, and business is booming around that area.
