Title: Sidewalks Obsolete?

Has anyone noticed that more and more people are walking on the streets instead of on the sidewalks?

I often see people walking in the middle of the street on the south side of Youngstown.  Maybe parents should teach their children what a sidewalk is for and how to use one.

Unfortunately, those parents probably do it themselves.

I agree that the street is not the place to be walking, BUT, I have recently taken up walking for rehabilitation purposes and I have to admit that alot of the sidewalks are in poor condition. Be it from tree roots lifting sections to damaged cement. You can easily twist an ankle or stub your feet if you're not careful. This is still no excuse for you to walk on street, but the city needs to either continue fixing sidewalks or compel property owners to fix them.

Here is the city ordinance regarding sidewalk maintenance and the link

  913.05  OWNER'S RESPONSIBILITY FOR ABUTTING PROPERTY.

      Where land abuts on a street where there is a paved sidewalk, the owner or owners of the land shall be jointly and severally responsible for causing the paved sidewalk, sidewalk area, including driveways and the grass strip abutting such land to be kept in repair and free from nuisance.  (1967 Code ยง95.74)

371.05  WALKING ALONG HIGHWAYS.
   
      (a)     Where a sidewalk is provided and its use is practicable, no pedestrian shall walk along and upon an adjacent roadway.
 
       (b)     Where a sidewalk is not available, any pedestrian walking along and upon a highway shall walk only on a shoulder, as far as practicable from the edge of the roadway.
 
       (c)     Where neither a sidewalk nor a shoulder is available, any pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of the roadway, and, if on a two-way roadway, shall walk only on the left side of the roadway.
 
       (d)     Except as otherwise provided in Section 313.03 and 371.01, any pedestrian upon a roadway shall yield the right of way to all vehicles upon the roadway. 
 
       (e)     Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor.  If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree.  If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.

I didn't realize the ordinances were online.
I checked out the city's website and a link is there but kind of  buried on the "law" dept. page.

It didn't take long to find an example for this message theme.
The street in the photo has sidewalks on both sides.

The problem is and probably will always be that the police have other priorities to take calls on, they see those people all the time and told me that I must raise a complaint-they cannot do anything otherwise, and what purpose will it be to fine these people-they have no jobs and will harass anyone they know that called the police on them. Youngstown will be held hostage by these people just like in other posts.
