So based on the article: creating and issuing a temporary license or ID card, then about a week later creating and issuing the permanent license or ID card and paying to have it mailed out will be cheaper than just issuing it to begin with which has been done for at least the 34 years I've been a licensed driver in Ohio.
And mailing them out will be more secure (regardless of who actually pulls it out of their mailbox) than handing it to the person that just passed any test that applies and just paid for their permanent license or ID card which also has been done for at least the 34 years I've been a licensed driver in Ohio.
Or waiting for the PA. Turnpike commission to send you a bill in the mail for $1.55 if you drive on the New Castle freeway......
