VXI, 20 Federal Place, has placed signs on the front windows asking people not to congregate there.

Doesn't matter.  Too many people hanging around outside the doors, many of them smoking, is not a good first impression to make on someone visiting the building.

Apparently there are daily fights/altercations during VXI lunch break crowd.

A man who attended the recent meeting of the city council safety committee complained about all the foul language that is used by some of the people along West Federal Street.  Your video proves his point.
