It appears as though the Youngstown Charter Review Commission will propose charter changes to eliminate any language which requires city employees to live in the city.

That is only because it was ruled unconstitutional and can't be enforced. Several years ago, when the ruling first came out 5 city employees left our neighborhood for the suburbs.
It won't be long until all of our city employees will live everywhere but in the city.
It will be an administration of occupation.
does that apply to the mayor's appts?
