Title: What Spilled On Downtown Streets?

I noticed a white liquid spilled on Mahoning Avenue (east of Edwards), W. Federal (from Fifth to the Square) and Market Street heading south.

Does anyone know what spilled?

I will be traveling to town today.  I'll check to see if the overnight rain washed the white substance away.

The rain had no impact on the white substance spilled on the downtown roads.
