Title: Time Stands Still For Youngstown City Council

I find it hard to believe that the clock in City Council Chambers has been broken for several weeks and no one has taken the "time" to fix or replace it.

The movie resolved daily issues but this city creates more issues before they resolves the ones they have on their agenda.

Probably needs a battery. In order to get a new battery they will have to write up a "request for new battery for Council Chambers form", maybe a 1076 form. Anywho, after that it has to go to the supervisor of  the Council Chambers Department. Once approved by him it has to go to a First Reading of Council, which won't happen till January 2016. After the First reading the new council members will mull over it, afraid to speak up and say YES BUY THE BATTERY.., they just don't want to be the one who gets scolded by the Vindy for wasteful spending... :laugh:..So probably by March a new battery will be in place-put there by some guy named Tony in maintenance who kept missing his lunch hour cause the clock wasn't fixed---The End

Or possibly no one has noticed the clock is not working properly.  A few years ago no one from the city noticed that Mr. Franko was having the windows removed from the Stambaugh Building until another downtown property owner called to point it out.

The clock has been fixed (sort of).

The clock works but the hour and minute hands are not set properly.  When the minute hand is at "12", the hour hand is half way between the current hour and the next hour.

This will be the first piece of emergency legislation for the new city council to tackle. The ytown residents will not stand for being a city that time stood still.
