Protest the white powder.  Problem goes away.

Well drilling problems always goes away once the well is finished!

Most likely the white power being used is ordinary LIME - a common soil stabilizer,
and also used by farmers to fertilize and treat the fields where they grow their
crops....


The one thing they did wrong was to not WET/MIX it after applying it so dust would
not fly around.... but environmentally harmless, none the less.  Engineers and
construction crews use this to stabilize soft soils under a new roadbed so it
can bear more weight, also.
