I noticed that the WRTA clears the snow from the sidewalk outside their property from the B&O bridge all the way to the arched bridge to the west.

Its the LE&E bridge.

I don't want to sharpen too fine a fine point on the topic but isn't that the LE&E underpass as opposed to a bridge?
