IS THIS SIDE OF WICK AVENUE IN THE FIRST OR THIRD WARD?

The mayor should see to it that the City of Youngstown itself is a shining example of good property management.  Anything less is unacceptable.

Yet CITY-OWNED properties are allowed to fall into this kind of disrepair, and they do NOTHING?
