A question for East Midlothian area residents

What are the long green tubular objects along the south side curb on East Midlothian from about Southern Boulevard to Rush Boulevard?

Each looks like a rolled up carpet.  I'm guessing about 10 inches in diameter and 8 to 10 feet long.
