The simple solution is for Penn to build the number of stables that the commission is demanding. If the commission is stalling in an effort to stop the project, this would force their (the commission's) hand, and if they come up with another demand, then we would know for a fact just what they are up to.
As for Monroe, the people of Austintown could deal with him by voting against him if he ever tries to run for any future office.
