Some residents in Trumbull County are in the process of forming a group to encourage the expansion of WRTA bus service to more areas of the county.

Would Trumbull county pass their own sales tax to fund WRTA's expansion?  If so, I fully support that.  But, expansion of service into Trumbull County without additional revenue (except for fares, of course) could only come at the expense of existing service in Mahoning County.

Good points.

It will be up to the citizens' group to convince Trumbull County government entities that they (the county) have a stake in expanding the service.  In addition to the Warren Express route, the WRTA travels to Liberty Township in Trumbull County and delivers shoppers to such businesses as Walmart and the Belmont Avenue Giant Eagle

They need Trumbull county co-operation to want to do a system. Probably never happen.
A fixed route system will probably not work. A Flex (deviated) route for small areas. Routes can be modified to deviate or go off-route from the basic route to pick up or drop off a passenger. Reservations only. There are a combination of fixed bus stops,timepoints. The path of travel between the stops can very. Extra time is built in, between the points to allow the the vehicles to Flex (deviate) and remain within a time window. Trapeze software is a Flex and scheduling and dispatching program.
