Council doesn't want a two year term.  Most citizens don't want the current four year term.  We should set the term at three years.

IF a citizens group can draft a proposal that would give Council two year term and get enough valid signatures that could get it on the ballot, and properly promote it via the news media, they could circumvent the charter commission provided it passed, and provided they kept a very sharp eye lest the commission try to circumvent it.
