Mayor Sammarone and most of city council are in favor of merging the Youngstown Health Department with the Mahoning County Health District.
If this merger were to take place, would the city have to contribute money to the county's general fund to support the county health district's services to the city of Youngstown?
The city is currently paying its own health department for its services... goes to figure
that they would have to pay the county to provide those services instead. The whole
idea of a merger sounds like a cost cutting measure - duplicate or redundant
job positions are eliminated in the merger, along with their salaries.
The councilmen in Youngstown have enjoyed the luxury of having their ward complaints moved to "the top of the list." This probably won't be the procedure under the county health department with complaints coming in from all over Mahoning County.

Most residents know that if you call the city with a complaint no priority is give to the average person's call.
