Many people came to the meeting to listen to the new police chief's plans for the YPD.

I was there, too.  Here are some of the things that come to mind: (feel free to add or amend)

- He wants the officers to be more proactive, to "go hunting" for problems, when they aren't on a call.
- He wants the officers to be more active in the neighborhoods they patrol, so they can get to know--and build relationships with--the people they're serving.
- The cruisers have GPS devices.  So, if they are spending too much time sitting at a certain spot, (i.e. drinking coffee at a gas station, not doing their job) someone at the station will know about it.
- He wants to improve response time, of course.
